Dodd received his education at a specialized institution, the Jesuit boys' school in Maryland. Later, in 1966, he enrolled at Providence College, where he earned a bachelor's degree in English literature. During this time, Dodd served as a volunteer in the Dominican Republic from 1966 to 1968. He then joined the United States Army and served until 1975. While in the army, Dodd continued his education and obtained a law degree from the University of Louisville in 1972.
